The ALBA Summer Conference 2005: Key Concepts in Public Law featured a keynote speech on Judicial Deference delivered by Richard Clayton QC, with Lord Justice Keene chairing.

Elisabeth Laing addressed the audience on Pepper v Hart and Tom de la Mare examined Section 3 HRA and the principle of legality during a session chaired by Mr Justice Elias on Statutory Construction.

Other highlights included a session chaired by Shami Chakrabarti where Martin Westgate examined the impact of Article 6 HRA and Jonathan Cooper addressed what the scope was for development of common law fairness. 

In a session chaired by Mr Justice Stanley Burnton, Richard Drabble QC spoke on the subject of quasi public authorities, and Andrew Lidbetter dealt with the topic of public bodies and contracted out services.

The academic programme finished with a panel discussion on Terrorism and Human Rights chaired by Mr Justice Ouseley which saw contributions from Mr Justice Beatson, Tim Eicke and Professor David Feldman.
The ALBA Summer Conference is held annually at St John's College, Cambridge. It brings together practitioners, academics and others with an interest in Public Law for a series of sessions on topical issues within the sphere of Constitutional and Administrative Law. It is organised by Richard Clayton QC, Jonathan Auburn, Vikram Sachdeva and Julie Albrektsen.
